I’m months late but neither is true. Scout left of his own free will. He grew tired of being known only for foalcon smut, and having such a large audience that only wanted him to write it. He wanted to get back into more meaningful stories, and in fact had been for some time using an undisclosed alternate account.
You can find his stories in the FIMFarchive, under either Scout Feather or Forever Lost (what he temporarily changed his fimfic to before nuking it).
I admittedly don’t have any sources but was there when he announced his departure. You’ll just have to trust me on this one. Maybe the blogs he posted to fimfic got archived but I wouldn’t count on it.

Looks like the author disappeared, considering they deactivated their Derpibooru account and potentially closed their FIMFiction too (at the very least, their stories seem to be gone)
