The problem with this is that there was no anti-non earth pony propaganda. THAT was the normal way of life for 99% of all earth ponies. How can 99% way of life be propaganda especially since 99% of all unicorns and pegasi also hated earth ponies? You also can’t have a coup if you’re not over throwing anything. Go look at its definition. Sprout was asked to do what he did. He did not over throw anyone. Also, when was it bad to have a childhood dream? Wanting to be a sheriff is as innocent as a kid wanting to be an astronaut or a scientist.
Sprout probably wouldn’t give a fuck about what Sunny does if his boss, Hitch, didn’t tell him to keep an eye on her. It was Hitch telling him to watch her. Though I agree they’re not friends, Sprout doesn’t consider her as an enemy. She was a vandal and a yearly anarchist. Sprout was a law pony. Of course he wouldn’t be so happy to see her especially since unlike Hitch, Sprout is not easily swayed by nepotism. Sprout would not give special treatment to anyone for breaking laws just because they’re acquaintances.
I never considered Sprout to be Sunny’s friend. I saw it more as a ‘keeping your enemies close’ kind of thing, so that he’d be kept aware of developments with a ‘problematic’ resident of Maritime Bay. Especially considering his upbringing, the anti-non-earthpony propagandism, and his aspirations of becoming sheriff. He showed how dangerous he could become when he staged his coup and elevated himself to dictator tyrant. Not to mention his usage of propagandism and fearmongering as methods of encouraging the compliance of the citizenry with his goals and agenda, regardless of their personal misgivings or unease regarding the developing situation.
