Soundwave has something else going against him. He’s not very well liked.

Comic!Shockwave, reasoning that the only logical choice for Decepticon leader would be Shockwave himself, actually did take over the decepticons for a time. Mostly by shooting everyone who disagreed.

Shockwave is the best hope for the Decepticons. He is ruthless, cold, and ultimately good at what he does. Starscream is an idiot, and Megatron’s plans are all hilariously terrible. Except for when he brought Cybertron into Earth’s orbit and tried to enslave humanity, that was badass.
Soundwave would be an ideal leader, but unfortunately he’s too busy sucking Megatron’s metal penis.
