Noi aka Sweet Wheat is canon (she was 1 of the 3 fillies doing rope skipping, among other things), and judging by the Db uploads about Safe Haven, Safe Haven mighta been created as a variant of Noi, or simply to complete Noi with a CM, but I doubt the latter cuz most of Safe Haven uploads show her with a considerably diff mane+tail design while Noi is just a Derpy Hooves recolor.
