It can. But Twilight Sparkle with all her friends has emptied the bell of all magic, so it is harmless as long as no one knows how to use it, Tirek had to study forbidden books. On the other hand, why it is in the G5 movie can give us a clue to the future of the G5 - and possibly how the G4 so abruptly ended. From the movie it is now obvious that the ponies had probably been subjected to memory erasure spells in addition to losing their magic. The time between a united Equestria and the time when Sunny met Izzy seems to be much shorter than expected.

Sunny is the element of Hope. Grogar’s magic is based on fear, despair and hopelessness. Has he returned? No, maybe he could not invade Equus, but may have destroyed Equestria through a spell that cancels all the magic of the Ponykind, also the magic added to the pets that these hold.
 
If Grogar - the boss villain of the Ponyverse - is drawn into the G5 where he will meet Sunny who may be his counterpart, it will be very interesting. And scary.

The Grogar’s Bell won’t work in the G5 Universe.
