You also can’t forget the fact that she was knocked out when garble was knocked into her. So it’s not that you can’t swim it’s that she was knocked unconscious and then was going to drown. Do in this passage that Spike was actually swimming more like a crocodilian and a dog.
In the movie she and her peers were called dragons, but it’s possible there were different inspirations.

Eh, fair point, though swimming is different from flying. All the same, since dragons do fly, a lot of them probably haven’t bothered to learn to swim.
