Tempest has already accepted her life without her horn and even found happiness, so for Thistle, this may feel like reopening old wounds, with dark magic no less.
 
You can blame Thistle’s brother Fireweed’s actions for that cause he stubbornly refuse to believe that Tempest is reformed, she’s sorry for what she done and want to set things right and falsely assumed the worst about her.

Okay the unknown being in the Thunderstone took the form of Tempest’s new horn after possessing her right?  
So maybe either Thistle (once she protects herself but will get hurt a bit but still lives) or Tempest herself (with what’s left of her own free will and her love for Thistle and Lullaby) can remove it and Tempest is back to being the good Tempest Shadow again.

Thistledown’s comment is kinda stupid, ain’t it? How is it cruel to give Tempest the thing she sold out her homeland for, was willing to enslave or just kill whoever she needed in order to get it? The story needs to show how this right here is actually bad for her in any meaningful way. Thistle and Lu ain’t going to turn against her over this, they’re too devoted to her to be put off by anything she says or does.

Well congratulations Fireweed, you turned her into the monster you though she was.
Surely giving Tempest her magic back and making her insane won’t backfire to you at all.
 
Thistle and Lullaby will try to set things right to stop this, bring the good Tempest Shadow back after they protect themselves from getting hurt, Tempest will come to her senses but reluctantly remove her now new repaired horn but understand that it has dark magic that would make her do something she will regret and accept the fact she has a family to protect to make up for her wrong doings.
