I know this isn’t going to have any good weight at all but I like to think the influence of the Mane Six’s feats have encouraged others to become as capable as the ponies who influenced them. Which is what we see here.  
I wish I could explain it better than that but I have a feeling this is another overanalysis the MLP writers never predicted because “This show is made to teach morals, shouldn’t it be as simple as that?” Not when you have a fandom who is fueled by high fantasy video games and cartoons.

What I mean is that the spirit of the tree says to Zecora that any creature who wishes to use the elements with the help of his friends can use their power and there is nothing wrong with that, but it contradicts what happened in the show, where instead we see that the spirit of the tree chooses only specific groups of friends who can use the elements, in fact the elements remained inactive for a thousand years until the mane six woke them up and before them only Celestia and Luna could use the elements, without counting the pillars that only planted the tree and they could use the power of the elements because their artifacts and characteristics of their character were connected to them. This fact is even more noticeable with the young six where they did not go to look for the elements but the spirit of the tree itself looks for them to make them the new elements even if there were many others with a particularly strong friendship like the CMCs or Starlight who has become very close friends with Trixie, Sunburst and Maud not to mention all the possible groups of friends that may be around Equestria.  
So whoever represents the elements must have very particular characteristics that connect them to the elements and a very special bond which others do not have (like the destiny or the cutie marks as we can observe in the case of mane six, in fact I think it is one of the reasons why the elements had taken that shape when they used them) and only in rare moments in history are they revealed, for this it’s not correct when it says that anyone wishes to use that power can just do it because they have friends because they must also have particular requirements to be chosen from the tree.

the “season 10” is just a bait, because if that is a real season 10, they just have reset the numering instead of following from #89 to #100. Even at first time i believed that MLP season 10 would have been a new series instead of a replacing of the principal one but, it’s just a bait.
 
And talking about Cosmos and what will do her in season 10, looks like Whitley wants to put more of creatures like Discord and Cosmos just for the trees and the pazuzu part, like, yeah, Discord is the antithesis of the Pony’s harmony tree and Cosmos is the antithesis of the Zebra’s harmony tree, why not put other creatures like the antithesis from the other trees?

I don’t see what’s so confusing about how the Farasi Elements of Harmony were chosen.  
You are unfortunately right about the comics’ stories. A lot of people are predicting that Cosmos will something to do with all of this even though these comics which are labeled “Season 10” should imply that comic content that has contradicted the show in the past have been abandoned and that Andy Price is fucking with us with his cameos.

So … Celestia has waited a thousand years to find someone who can master the power of the elements of harmony … when there were other elements around the world and it was enough to put together a group of random friendly creatures to activate them ?  
Poor Celestia, if she had known it probably she would not have had to wait so long to free Luna …  
Anyway I hope that in the next issues they explain better how these trees of harmony work and how they choose who represents the elements, because it doesn’t seem to make much sense in this way and I really hope they have a good story in mind.  
Unfortunately the problem with comics is that sometimes they have good stories where they delve into things that are not explained in the show and at other times they have stories that contradict what happens in the show.

So Zecora was a magical negro all along, color me surprised
