Please use the forums for site-wide meta issues like this. We really prefer that conversations on artist’s images is focused on the artist’s work, not how our site does things.
It’s what skin and how it’s presented that determines the rating. That sounds about right?

Sorry for the off topic conversation that happened here, we’ll talk to the people doing it offline. And, yes, on this site this image is rated “Safe”. It’s nothing more than was shown in some Disney G-rated shows.

I understand the rule, my gripe though is the comment wasn’t unsafe and the person should explain themselves. And personally I think that the image is safe since it doesn’t show any private bits.
I believe rule 7 is referring to suggestive/questionable/explicit comments on an image that is tagged as safe. If a user only wants to find safe images, it may be inappropriate for them to easily spot NSFW comments to the images, especially if they’re too young. So the workaround is to spoiler these comments out, allowing commenters to freely express themselves while giving readers the choice to view the hidden comments if they want to.
That said, I’m hesitant to call this picture safe since there’s a lot of skin showing.
