i wanted to capture the last moments of the Ministry Mares, The Mane 6, in Fallout Equestria.
Fluttershy turning in a tree, The sealing of Stable 2 with Aj inside, Pinkies last moment in her Manehatten Hub, Rainbow Dashs nd Gildas last flight school dance, Twilights death in the Marypony facility provocated by Trixie and finally the heric death o Rarity in Canterlot’s Ministry of Peace Hub.

Not too different. A bunch of people with advanced tech living in isolation for decades before suddenly starting to invade. Plus their power armor designs made their soldiers look pretty alienish, and given that no one had seen working aircraft since the war, their vertibirds must have seemed like spacecraft.
Maybe they were this in the original Fallout, but in Fallout:Equestria, they are portrayed more like aliens living on a different world (The sky), whose interactions with the ground resemble an alien invasion.
So no, no goverment remnant either.
Kind of cannot. They outright turned there backs on the ground. If someone of enough power had survived they might not have. Twilight maybe. But I doubt Rarity would have had enough influence. The sad part is Celestia could have brought the Enclave back to the ground but she went and got herself stuck in a computer.
Unless you count the Enclave, bag of dicks that they were.
The most generous thing she ever did was create those statuettes. But yes, if nothing else as a Ministry Mare she could have rallied the surviving Ponys rather than it going to pot like it did. The biggest problem after the bombs was that there was no goverment that rise up.
Will live with 1/42th of your soul be better than dying?
Better than dying I suppose.
Unless you count the old MadMax comics, where her insides were splinched out and she ended up as a brain in a jar in the Fallout:EQ version of Big MT.
