Of course in this instance, I suspect poor Apogee has to make due with the prison issue variety. No fancy soaps and loofahs in jail, after all. Not that there aren’t ways to get them, of course, but it’s hardly worth being a little extra clean on the outside if you’ll never feel clean on the inside again.

Ah you’re right. Maybe they could do both. Cover their horn with something soft that also prevents them from using magic too.
They had something like that in the movie, actually.  
 
So yeah, it could totally be a thing for unicorn prisoners. Oh, and also Twilight ended up in a cage she couldn’t magic herself out of, so to your earlier question, clearly options exist for restraining unicorns.

Aren’t the male and female inmates separated in prisons? If so, do women still have to worry about dropping the soap? How do these things compare to pony prisons? So many questions!
