I was trying (and apparently failing) to make a joke.
The very saying is meant to suggest that anyone can pass for a saint for those who don’t know any better.

Either way, if the Dazzlings count, OP apparently has a very loose definition of “saint”.
A better phrasing might be “The one who doesn’t know God, shall pray to any Saint” or “Those who don’t know God shall pray to any Saint.”
