It’s actually fish-shaped candy.

In FiM, ferrets/otters/whatever actually subsist on a diet of exclusively candy, similar to how dragons eat only gemstones.

She doesn’t get them. She gets Barry (he’s a bear) to just save her a few extras to feed some of the other animals. While it may be argued she is complicit in the death of fish she is certainly not the one who has done the deed. She instead relies on Barry the bear and his natural predatory instincts to provide for some of the less fortunate animals. In return she gives him massages.
