I'd find it hard to believe in any pony's case, considering a filly is sexually mature anywhere between 9-18 months (12-15 on average), which is somewhere between 2 and under 5 human years, and 15 months for a colt.
Although, Rarity strikes me as the type who doesn't have sex just whenever, but even she can't fight heat all the time.
