I mean, I think it's pretty clear Cozy isn't _*interested_* in redemption; she's _*fully_* aware of what she's doing, and doesn't seem to care about it. It also seems _*incredibly_* disrespectful to her character (a conniving sociopathic manipulator who plays ponies like chess pieces) to just turn her into a sad little misunderstood kid who doesn't know what she's doing and needs to be babied by the Mane 6.


 
The thing with Starlight and Discord is that they eventually showed _*interest_* in redemption for a reason. With Discord, it was realizing that he liked being friends with Fluttershy that caused him to want to be good. With Starlight, it was realizing she needed to try to make new friends and experiences instead of living in the past that caused her to want to try and be better.


 
Cozy's reaction to her plan failing is to try and run and then, once that fails, plotting to commit a despotic assumption of power alongside two known enemies of the country, including literally stealing magic from the Princesses. The problem with Cozy is that her _*entire ideology_* is that she views friendship as nothing but a means to an end, a power to be exploited.


 
There's nothing to salvage there unless you try to literally change Cozy Glow's entire ideology about friendship, which is a gargantuan task that, given her ability to fake an entire personality, she could easily just fake to get around anyways. And radically changing her personality to make a redemption arc fit is just bad writing.
 
Just because the show is about friendship doesn't mean all the villains can or should be reformed.
