Still Unity, but they are basically making a second engine _*inside_* it, whose various parts are optional and at diverse level of completion. It's kind of a mess.
New engine is based on things like [ECS](https://en.wikipedia.org/wiki/Entity_component_system) and "forcing" people to write low-level-compatible code, so it work in a completely different ways than regular Unity (or even other game engines).
