If you think carefully, you would realize it is not explicit specifically because of the censorship. You are supposed to tag what can actually be seen in the picture; so if the image is not actually explicit, it's not to be tagged explicit. SGranted, it's better to err on the side of caution, but suggestive is more appropriate.
