It could have. I don't think it would be as extreme as Silver-Quill's idea though. Perhaps she accepts the reformations that have already happened, albeit grudgingly, but her methods are still a little too extreme for the other characters.
...Ooh, I just came up with a good way to do it. Majesty has grown bitter over many millenia of seeing so much evil, but when her extreme methods end up nearly getting innocents hurt, she realizes that she's become nearly as bad as the threats she's faced in the past and forgotten the kinder aspects of her overall true nature.
Bonus points if she sees foals nearby trembling in fear at her just to drive the point home.
