As I said before, the brainwashing only results in mindless drones. They do not automatically develop advanced fighting capabilities, and if they already happen to have those skills, then Sunset still has to tell them exactly what to do. The point is there are too many what-ifs and unknowns in Sunset's plan for her to be a particularly intimidating and threatening villain. At least in comparison to Chrysalis, that is.
