Not many classes have buffs, and if Tarim (one specific Legendary minion and 1 out of 30 cards in the deck) is the only real counter, it's proof that the card is too powerful (although aggro druids could counter with Savage Roar, and Shamans technuically have bloodlust. Then again, who runs Bloodlust right now?). You might as well just put text saying "If you cast this, win the game" at that point.
The only reason why Blizzard can get away with Twisting Nether and DOOM!!!!!!! is because they cost so much that you're unable to get a large board out and use it as a massive swing. This card allows that swing in board control and then gives you a massive advantage in top of that by destroying the books.
Twisting Nether is borderline playable already in control-based Warlocks. A better version is seriously overkill, especially since Mages have such an advantage when killing 1 health creatures due to Frost Lich Jaina. This is way more powerful in Mage than Twisting is in Warlock, and probably better than Ultimate Infestation is in Druid.
