If we followed that advice, there'd be no tags to begin with.
New tags are needed when something new crops up in the show. The important thing is to recognize_that *a tag is only useful if it applies to a number of different images_*. We shouldn't be discouraging tag creation; just teaching folks to be smarter about it. The rule of thumb shouldn't be "don't create a new tag if an old one will do", it should be "don't create a new tag unless you know of a set of images it applies to."
