Short version:


 
Sunset went to the human world before the elements of harmony were rediscovered. She had no way of checking in on Equestria while she was in the human world. She couldn't have possibly known that the elements were rediscovered by the time she got back, and she definitely couldn't have known that the element of magic existed at all, since it was a complete mystery. She couldn't have known who carried the element of magic, what it looked like, and where Twilight's room in the palace was. There was also no way she could have known that taking an element of harmony into another world would change the way it worked.


 
Basically, there's no possible way that Sunset could have had prior knowledge of _*any_* of the things that she needed to formulate and enact her plan to steal and use the element of magic. And yet she knows these things anyway, for absolutely no reason.
