As a counterpoint, restrictions such as those you mention are only needed if said royalty would be willing to do such a thing in the first place. They've had the same rulers for said thousands of years, so there's been no opportunity for bad apples to come into supreme power and necessitate restrictions (minus Nighmare Moon, who was kept in chweck by the ogther ruler anyway).
Given what we know in the show, it's entirely possible that the princesses wield unrestricted power (other than with regards to each other), and they're just too moral and benevolent towards their citizens to ever notably abuse it with things like unilateral executions (even putting aside the nature of the show). The citizens loving their rulees could just as easily be due to simple trust.
We have seen examples of the princesses undertaking actions that would require the participation of parliament in a parliamentary monarchy without any such group, like when Twilight undertook ambassadorial duties to the Yaks (twice) without Celestia evem knowing about it, so it's unlikely that they are constrained by a legislature. Plus, at the end lf The Cutie Re-mark, Twilight seemed to be in complete control of Starlight's punishment, meaning she didn't have to go through any court system.
