Why wouldn't they use Trixie? The Trixie/Starlight friendship is the one thing about starlight that almost no one complains about. The writers know how popular Trixie is and this is the best and most sensible way to give her some extra screen time. Since each special is it's own self contained story, they need wrap it in a satisfying matter and it can't end with starlight joining the main group because it already has sunset.
I wouldn't be surprised if the humane 7 barely got a cameo in the starlight special and the whole thing revolved around just her and Trixie getting to know each other.
