That's worrying. I've had tingles off unsleeved pins using old standards in the past, and I've learned to treat them with respect as a result. Fortunately they're super-rare now.
The British standards have specified sleeves and shutters since the mid-1980s. Which is nice, but we and everyone else in Europe secretly want to be using the Danish standard because it just looks so happy—♥

Yep. And the worst part is that it can never be fixed. If you put insulated sleeves on the pins, it won't work in half the receptacles (think sleeved earth on BS1363).
Our new-ish receptacles are required to have shutters on… I think just live? No, it's supposed to be both, and shuttered on the combination of live and neutral. This was required "starting in 2006.":https://en.wikipedia.org/wiki/NEMA_connector#Tamper-resistant_receptacles
