The idea has no doubt already been used in a fanfiction or story blog somewhere, but perhaps Queen Chrysalis transformed Princess Celestia into a changeling so that Tia could develop sympathy/empathy for non pony races. And think of them as people instead of vermin/a threat to get rid of.
And Celestia is still beautiful and tall since turning her into a small drone might seem a bit excessive, not to mention make it harder to find her in a crowd.
