"Can't be countered" and "Split Second" are pretty redundant considering the only things that could counter a Split Second card are Morph creatures ("[Kheru Spellsnatcher":](http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=386581), "[Stratus Dancer":](http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=394714), and "[Voidmage Apprentice":](http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=393874), for those wondering. "[Silumgar Spell-Eater":](http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=394704) could also work if your opponent is tapped out.)
 
EDIT: Also, "World's Strongest Mare" is a pretty odd title for a noncreature spell. Try something like "Celestial Decree" or "Solar Judgement."
