They probably planned to but were unable to obtain most of them in time.

Maybe the teaser pokemon is an illusion, and the official mon uses the Ditto-Bolts to confuse and rum from predators.

God, the Ultra Recon Squad is so damn pointless…

Fun story: When I found this pic, there is an option in pixiv to look at “Related Work” of the previous artwork you saw.
 
I thought the results would be about Arceus art, but pixiv throwed me art of Pokemon showing their rear butts.
