Not really. The definitions for those tags are already there: portrait means head, busts means upper body, so really it's just a case of inverting the implication, or removing it altogether.
 
Edit: also that implication is fine. As far as Derpi is concerned "portrait" means head and bust means "anything upper body", as I said, portraits are busts in this definition.
