No, Starlight isn't a creator's pet, she's still not in enough episodes yet. The problem is: at what point do you draw the "creator's pet" line?
 
EDIT: Looking at the Trope page, point #4 isn't in effect outside a small handful of scenes, so she's disqualified from creator's pet status if we go by the TV Tropes definition. Heck, MLP isn't even referenced there.
