Miyazaki did say something to the effect of modern anime being not of a high enough quality, but he didn't say it's all awful. That's what I think the troll quote boils it all down to. Kind of takes things out of context, a la tabloid journalism.

But seeing meme variations of the original troll quote is pretty amusing
