The Penance Stare works by regret. Even Galactus has regrets over some of the lives he’s taken. Frank Castle is a man who regrets none of the lives he’s taken. Hence the Penance Stare doesn’t work on him.

joker’s too insane (speculation. DC’s spirit of vengeance has ruled out he can’t harm joker because his insanity makes him… not guilty of the crap he does) so it MIGHT apply to him too.

i think it’s an industry joke that other writers are mandated to say “despite what garth ennis would insist…” when talking about frank vs logan

I like to see noelle stevenson(secret wars:runaways) write more marvel comics she be good writer to takeover hellcat or groot solo comic or something little more serious like spider woman

I recommend it its good written by nicole perlman(co writer on the first guardians movie & upcoming captain marvel movie)
