Update: The Sports and Education restrictions of the directive have been killed  
Nothing on Articles 11 and 13 yet but it’s possible their next to hit the chopping block.

Ok, So Austria’s proposal has Upload Filters but exempts small websites  
Not great, But hey better than being 100% liable for even a single unfair upload

Though it looks like YouTube is 100% against Article 13, It actually isn’t, You see YouTube strongly opposes Voss’s “compromise” version (The one that passed 2 months ago), But YouTube does support Upload Filters WITHOUT liability and small sites being exempt, So I guess Austria’s version will please YouTube in some way.

I mean, Austria’s proposal isn’t the best, But I honestly think it’s not so bad, Copyright Filters (Content ID for example) aren’t perfect and we do need to wait for technology to further advance and there could’ve been more better options, But since smaller sites are exempt from this version too, Aistria didn’t do a very terrible job honestly

Awareness is spreading and as I predicted, Protests online have begun with English and German YouTubers starting the discussion back in June, Now its France’s turns (Odd because France is the biggest fan of this cancerous law)

So Voss is starting to acknowledge that some of the criticisms of A13 are valid, But despite saying something stupid about the June/July protests, He might be going in the right direction  
But at this point, There is no hope and you’ll all have to say goodbye to every site you’ve ever loved, All will go dusting away like Infinity War, If the EU officially approves this garbage, They should be labeled as criminals for violating one of the simplest human rights.

And Voss could slowly be starting to see the truth though he did still say one stupid thing about the online protests in July but maybe some progress?🤷‍♂️

Voss seems to be fully in the pocket of german/french entertainment industry and completely clueless. The only hope to stop it is if a country objects or negotiations stall or something. But the more it goes on, what if it passes? A stronger filter on Youtube? Small sites are exempt. It is not a filter on your internet connection. Only the big ones are affected. It sucks and I want to stop it of course. But I would not be suprised if it just somekind of Youtube money bs deal they hash out.

At this point, I’m doubting if the small site exemption is actually real. I also wonder if Tor sites will be affected.

So according to the latest Film Theory episode and some comments, Derpibooru will potentially have to at least delete every meme, screencap and fanfic.

I doubt it. They claim memes are safe. (EU.) If that were to happen it would have to be because Hasbro itself decided to come down on the site. But as said it should be under the small business exempt.

For now it is in hidden backroom talks were different states are negotiating. What the final wording will be is hard to tell.
 
My guess is that this is something that targets the big sites, like facebook, youtube and similar sites. For them to enforce this on thousands of forums and smaller sites worldwide will be next to impossible. The big guys will pay the corps and they will be happy. Going after some memes on Derpibooru is not profitable in any way. It will also take various countries years to implement. 2 years is the time they get I think. Much can still happen here.
