The two words have very, very different meanings, which is why I chose to say “both” and not “either”.

More people know about Fallout Equestria than Fall of Equestria, mainly because Fall of Equestria is pretty much relegated to mostly-anthro BDSM porn that is either loved, panned for being anthro, or panned for heavy BDSM, while Fallout Equestria is a rather popular, mostly safe-for-work crossover fanfic with tons and tons of spinoff fics. People who don’t know about Fall of Equestria will assume FoE means Fallout Equestria, and use both FoE and FO:E to mean Fallout Equestria.

Like Star said, Scoot keeps her wings because she can’t fly with them to begin with, or because of her age. But this is related to Fall of Equestria.
