It’s not depicting what it looks like, but it’s totally implying what we all inferred.  
Subtexts matter. This one has a fairly obvious double sexual innuendo - visual and linguistic - so it fits the “kind of racy but comparatively tame” the Suggestive tag is there for.
 
Alternative route: the show itself defines the limits of “safe” for sex’n’violence. This image goes one notch beyond (say,) the Flutterbutt in Filli Vanilli which is kinda-sorta my current mark in the sand for the crap they think they can get past the censors.
 
Current overthinking-it working theory: the show’s a good yardstick for the “safe” rating here as regards sex and realistic physical harm, and we tag coarse written language and other antisocial crudeness in different ways. Most posters are familiar with the show and there’s that whole “intended audience” thing…
