I couldn’t imagine any other Voice actor for Vinyl then Nowacking anyway, except for maybe the one in “The Vinyl Tapes”.  
I mean, she defined the pony just as much as Baldumborat did for Derpy, even though Derpy spoke before in the series.
 
Still have to congratulate them to find a Voice actress similar to Badumborat, I know there are still major differences, but at least she kinda sounds like Baldumborat.
 
For your info, Baldumborat is the Voice actor/actress (there are some gender issues here) of Derpy Hooves/Muffins/Ditzy Doo in the “Doctor Whooves and Assistent” series.
 
She/he also voiced Derpy in “Turnabout Storm”, a visual novel crossover series with “Ace Attorney” and “MLP:FiM”.
 
Oh yea, octavia also sounds very accurate to what fans expected of her to sound like, again similar to her major amateur voice actor present in the fandom.

But, like I said, there’s evidence in the show. The book doesn’t need to be canon for “she doesn’t just not talk, she communicates other ways when talking would be easier, and if she doesn’t really need to do this, there’s sure no sign of that” to be.

She gestured to what she wanted in the Rainbow Rocks shorts, and led Doctor Whooves to someone who could get his suit tailored without a word, all onscreen. Which means currently, your TV screen has more evidence of not talking - in the form of using alternatives even when saying “There’s these guys who can fix your suit for you” or ordering lunch normally sure seems like it’d be easier - than it has for “she can totally talk, she just doesn’t.” Other published material, while not on the same level of the show itself, goes farther to depicting her as needing alternatives instead of depicting her as speaking; not as weighty as the show confirming it would be, but it really says something.
 
And just because “Word of God” is the unfortunate term TV Tropes has chosen to use to describe creator statements doesn’t mean that M. A. Larson not declaring her mute on Twitter erases all of the above.

The Books aren’t canon unless stated otherwise by voice of God. Vinyl being mute is as much speculation as that she isn’t since there is no official word on either. Ignoring the book she didn’t really had a reason to talk in any of her appearances. The only canon is that she doesn’t talk.
 
And you don’t need to know that show to get the point of the images. :P

I don’t know that show. And like I said, “seems like.” We’ve not been told Scootaloo will never ever fly because she has Wing Disorder #45, just as we’ve not been told anything like Vinyl having had her vocal cords ripped out by a tatzlwurm. However, Scootaloo can’t fly right now and wonders if she ever will; that’s all we know.  
Meanwhile, Vinyl never talks right now and uses alternatives to speaking even when speaking would be a lot easier if she really can; that’s all we know now.
 
She hasn’t had her “Flight to the Finish,” but texting someone right next to her, or if you don’t take that is canon, the number of times she communicated without words in other moments, are her “Sleepless in Ponyville” - the day it goes from a gag to there being real hints of it being more serious.
 
Meanwhile, “She can talk but they couldn’t get that one fanvid actress,” “She can talk, she’s just too shy to except in this or that circumstance,” “Maybe she’ll talk next time,” and yes, “There’s this other character in this other show who can talk but doesn’t, maybe Vinyl’s like him!” are speculation.
 
That’s why I say “closer to canon than not.” It’s not as conclusive as using sign language or something, but all evidence that she can’t talk comes from official sources and all “she can talk, she just doesn’t because of X” ideas come from us.

I wouldn’t put “Vinyl’s Muteness” that high in canon. It’s a possibility but both are on the same level. The only canon thing is that she is quiet (be it by choice or not.) I wouldn’t be the first time a cartoon character doesn’t talk even though he/she has the ability to do so. Or maybe Vinyl is actually the pony equivalent of Black Bolt and the smallest whisper could destroy Ponyville.

At this point, it’s closer to canon than not: let’s not forget that the EQG version never talks either, using gestures and other actions just like her pony self. And in the novelization (though who knows how much canon weight to give moments in the novelization that weren’t in the movie) she uses texting instead of talking, even when whoever she’s talking to is right next to her.
 
Of course, it could be a gag and she’ll talk when it’s dramatically/comedically appropriate after letting everyone think she’s mute. There are other theories. But that’s all they are. Right now, canon is that she never talks for any reason, and uses alternatives to speech to communicate even though it’d be a lot more troublesome than speaking. Meanwhile, the idea that she might not need to do this but choose to anyway, and all reasons for this choice that we might propose, are in the realm of fanwank. So, like I said, closer to canon than not.
 
You’d want an episode to really spell it out to consider “Vinyl is completely mute” as canon as “Pinkie Pie is pink,” but right now, “It seems Vinyl really can’t talk” is as canon as “It seems there’s a real problem with Scootaloo’s wings.”
