I wouldn’t assume all butch girls are lesbians in real life, but in cartoons they can be more lazy and stereotypical with their characters so, it’d make sense to assume she is.

Then why did they give Gilda the most stereotypical lesbian voice ever? If you were doing a casting call and you specified that the character was a lesbian, that’s what the majority of voices would sound like so, that’s probably what happened.
 
Not saying all lesbians sound that way, just that the majority of voice actors that are playing a lesbian would do it that way.
