When the first creator leaves the new person of equivalent position is probably whoever’s the show runner at the time, I guess.
That aside, technically Hasbro is the one with final say.
& if you want to play the “Creator has left” game you could say that Bonnie Zacherle never planned for most of what’s happened to the franchise, except maybe the presence of male fans.
The point is more about who is in control of the brand gets to declare things rather than anything about who actually first created the trappings of it.

Why specifically pick the dazzlings, then? Why, out of all the other mythical creatures in the show that could have been used, choose them? The fact they were noted in the script indicates this wasn’t some 11th hour decision; they were intentionally selected early on in the episode’s development.

Because that one line is enough to invalidate the entire subfranchise apparently & definitely can’t be reframed to not mean the time he only went to the castle & not the surrounding city.
& it’s not like the show’s great at squaring the timeline with it’s episodes let alone any movies either.

The show itself has proven that EqG never happened
Spike was never in the Crystal Empire between Just For Sidekicks and Equestria Games meaning EqG 1 never happened
The room where the mirror is kept is shown constantly and it’s not there

Sorry, but Equestria Girls is NOT canon.
Taking characters who are from Equestria and putting them in FiM means nothing.
Until Sunset Shimmer or the mirror show up (Protip: they won’t, EVER) it’ll never be a part of continuity.
