Compared to Reddit, yes. Unpopular opinions arguably get more visibility on 4chan because posts with a large number of replies tends to draw more attention whereas Reddit and their up/downvote system can be used to effectively censor unpopular opinions.

This, 4chan doesn’t encourage or discourage anything. It’s simply a platform for individuals to post whatever they wish provided it falls in line with the sites rules, it’s topical, and doesn’t violate any international laws.
 
It does not encourage dissenting opinions and it doesn’t discourage consenting ones; however, the opposite is equally true, and that does make it better than a large number of other websites that people use to discuss specific topics.

That’s because Reddit is a site that discourages unique viewpoints and diversions from popular opinion, making the content they create stagnant and unremarkable. 4chan doesn’t exactly have the highest quality of users, but at least they’re creative.
