I haven’t been following the comics that well, but I think she has been able to talk in the comics for a while.
 
As for the red eyes, I dunno if its due to the “evil water” or it just shows up in print better.

If the show has taught me anything, its that nobody has to take personal responsibility for their evil actions. Therefore we can never hold it against anyone.
