Actually, if you really want to go that route, that would only be when there is no queen, and even then the to-be queen would be a baby. If there still is a queen, the new queen would be groomed to be one from birth, along with a handful of siblings, at which point the first to reach adulthood would kill the rest, unless two reached adulthood at the same time and the workers managed to keep them from killing eachother, at which point the hive would be divided, with one queen leaving to make a new one. The old queen, of course, would have already died or left with part of the hive.
