Should imply wind
I’m not sure I agree, the windswept tags can apply for pictures where it’s not really important that there’s wind in any other way, or due to arguably-not-wind effects like a fan blowing, or moving quickly.
And/Or
wouldn’t be better to use the alias windswept used by windswept hair to join the three tags in one as an implication?
I like that idea, I can hardly imagine wanting to identify them separately.

If you do not specify a field to search over, the search engine will search for posts with a body that is similar to the query's word stems. For example, posts containing the words winged humanization, wings, and spread wings would all be found by a search for wing, but sewing would not be.
