I don’t know. Animated entries are going to be buried in tags if we start frame-by-frame tagging.
Wink -> one eye closed I can understand since it is sometimes difficult to know whether a static picture is showing a pony who is winking, or a pony who is keeping one eye closed for whatever reason. I usually go by wink if the character is in eye contact with someone (including the viewer), and one eye closed when not.
The act of blinking includes both open and closed eyes, true. But it feels a bit like having implications for car -> wheel, tire, windshield, door, etc. Blinking already covers both states.
A bit it depends on how the tagging system is to be used. Do we tag
everything in a picture, or do we try to limit things to relevant tags (however we determine them)? Celestia knows there are hundreds of superfluous tags. May she forgive me, for certainly I have also been guilty of using them.
