Actually, no. Applejack outmatches Rainbow Dash in both categories. But there is a reasonable explanation for RD beating AJ in Castle-Mania: Rainbow Dash must have really strong chest muscles. She needs them to fly at the speed she does, and in arm wrestling, having strong chest muscles to hold your shoulder, is as important as a strong biceps.
