She’s still very progressive (or about as progressive you can be in an idealistic place like Equestria), she just doesn’t take things to extremes anymore.

Strip clubs probably work on the principle that that which looks like it may be revealed at any moment is more… interesting… than that which already is. Also, the moment of revelation and the moments following have their own visual draw; hence Rarity’s insistence that Spike not enter while they dress (“Hearth’s Warming Eve”), and why she was embarrassed when her clothes were removed (“What About Discord?”). (Which is why the establishment in question is a strip club in the first place; the entertainment starts out with some clothing before removing it in front of patrons, rather than simply walking out on stage with nothing on.) Ponies who walk around with nothing on spots analogous to where humans tend to cover are a tenth-bit a dozen; ponies who wear clothes for the express purpose of removing them for the visual stimulation of others would be more rare.
There is an unfortunate stereotype that said sacrificial offerings are always blood, when it’s actually a very small minority of spells that require blood as a component.
