The justification for that line of reasoning seems to be an intent to “punish” downvoters by forcing them to take an extra step to register dislike of an image– or to at least put a minimal effort speedbump in front of them to discourage filthy casuals– but I think that’s flawed way of looking at it which presumes that
every downvote is wholly unjustified trashvoting. It doesn’t seem fair to lump people who are downvoting actual factual garbage images in with people who are downvoting for an agenda; sometimes an MS Paint cigar with an obligatory pony cutpasted to it is just a cigar that deserves a downvote, not the subject of an anti-smoking crusade.

a downvote tells the artist nothing about what’s wrong with their work
I’m having trouble articulating a non-insulting way to point out the glaring flaw in this position, but I can at least say that as an artist, my personal response to people offering without solicitation to “tell me about what’s wrong with my work” is, nearly 100% of the time, pointing and laughing at them, even if I don’t actually type it out or express it openly. If artists actually want or care about advice/critique of what they put online– especially from anonymous online commenters who aren’t actually artists themselves– they’ll probably tell you; a context-free downvote may not be “helpful” to an artist, but if they weren’t
asking for help then it had no real meaning anyway.

I’m not going to downvote images for being improperly tagged, but I understand people not wanting to be the one to fix them
You could always PM a mod about it, they tend to take interest when an uploader leaves off the kind of tags that a lot of people filter, especially if that uploader makes a habit of it.
