For whatever is worth, I’d like to echo what Archonix just said. I don’t want to reveal too much about myself, but having recently seen this phenomenon rise around me, I think I have a bit of knowledge from experience to impart.
Unlike what some say, there is a difference between ironic and unironic bigotry on the internet, and the overwhelming majority of instances, it’s easily discernible. Memes, jokes, art etc. conveying ironic bigotry, by and large, aren’t a problem and should be tolerated. Unironic bigotry, on the other hand, is the sort of thing which poses some problem, because, unlike the ironic ones, it carries signal, so to speak. And this signal, sadly, does get through to, ahem, weaker minds. Nowadays, education in the West is possibly at its worst quality ever since public and universal education began, and popular culture is an endless desolation, having been stripped of nearly all artistic and cultural merit for the sake of simple mass consumption. You probably heard of the Flynn effect by now, but what you probably don’t know is that it has been reversed. The average person is becoming dumber.
With this in mind, the current wave of reactionary idiocy around the world was inevitable, really. The garbage dumpster was already doused in gasoline, and, sooner or later, a spark would ignite it. Ultimately, a lot, if not the majority of people in the West, are just plain unable to discern between politics and entertainment. And to anyone so completely devoid of critical sense, unironic bigotry, even in the form of memes, jokes, fanart and whatnot, does act as propaganda, unfortunately.
So, my recommendation is this. First, make sure the people in charge of moderation are sensible enough to discern between ironic and unironic bigotry, and, this is also important, that they aren’t easily-offended. This way, unironic bigotry should be terminated on sight, and ironic bigotry, tolerated. The latter serves a subtle function, acting as a honeypot to the aforementioned dimwits, who, being dimwits, will think that the ironic bigotry means they are in likeminded company. In other words, the ironic content induces the proverbial chaff amidst the userbase into revealing themselves, making the purging all the easier. Bigots, as a rule, are dissimulated, and will only ever reveal as much of their revolting ideas as they think they can get away with, and thus, giving them a false sense of security is the best way to weed them out. There’s a reason why most Western countries don’t immediately clamp down on radical speech, and it isn’t sheer love of freedom.
