Honestly it’s hard to tell what the artist’s intention in this pic but in the original thumblr post he just said rainbow cupcake.

Whether it’s just the tagger assuming things (considering it’s just possible Pinkie just wanted to make something for Rainbow in her colors) or the artist did reference the whole cupcake thing (which is possible considering the image), we might never know.
