There’s a pretty major difference. You could say anything as a BP, and have it never leave that particular comment section. If you use your user name, then if follows you across this site (and possibly other ones if you use the same username, as many do).
 
Also, having a visible username shows your badges. So it indicates whether or not you have a duck badge in some cases. Hence it can be used to identify users who often troll or get banned.

No, Fluffle Puff’s purpose is to appeal to people who don’t understand how humor works.
 
Yes, some of the things she does are funny, the first time at least.
 
However, she does the same thing every time, and that’s all she does.
 
Fluffle Puff, as a character, appeals to people who believe that saying “The cake is a lie” constitutes a joke by itself. That is, they believe that any time a cake is mentioned, or present, that it is funny to repeat a phrase that appeared in a video game several years ago - and that saying the phrase is intrinsically funny. There is no punchline. The joke is that they are aware of video games, and so are the other people present (presumably). And of course those people will laugh, because social interaction is more important to them than their dignity, or taste.
 
The same is true of OCs. They are the video game reference equivalent of characters. No thought goes into their personalities, which are simply an assortment of arbitrary traits, created without constraint, thought, or purpose, beyond “I [the author] believe that this is cool”.

Most trolls seem to be that way, unfortunately. “You’re right, you have something beautiful there that you want the rest of us to focus more on! But you’re also wrong, and you’re so stupidly arrogant/stubborn/childish that you won’t release your grip on that little beauty you have there!” And then they get childishly upset and get sent to time-outs.
