I think FS gets off from being slapped. Look at dat blush.

I honestly think both Rarity and Pinkie are subconsciously still angry with Fluttershy for “Putting your Hoof Down”. Look at Pinkie’s Attidude with Fluttershy in “Filli Vanilli”, and now with Rarity slapping fluttershy twice.
 
Later on during the Tea Party Fluttershy specifically calls out Rarity and Pinkie during the Party.
 
The biggest wedge is between Fluttershy and Pinke, with evidence in “Magical Mystery Cure” from Fluttershy perspective and “The Cutie Map Part 1” as two contrasting ideologies. The smallest wedge is with Rarity, they just have a lot more in common, Fluttershy just waves both slaps off as two accidents.
